The Open Method of Coordination in European Education and Training Policy
Cooperation in education and training (E&T) policy at EU level increased exponentially during the last 10 years. Today there is a relatively well functioning form of the open method of coordination (OMC) in place that has established common objectives and benchmarks for the EU in E&T, covering issues from pre-school education to higher education and adult learning. It allows the Member States to share their best practices in a structured way and gives the EU a substantial while still secondary role in this policy field. The aim of this article is to provide an overview on the creation, functioning and impact of the OMC in E&T, indicating where appropriate the particular significance for higher education. |
