The Dutch code of conduct for the recruitment of international students

The Code of Conduct for the recruitment of international students in Dutch higher education has substantially improved the performance of Dutch institutions of higher education in international student recruitment. The code provides a convincing example that self-regulation can be an efficient tool to coordinate the complex set of responsibilities of institutions of higher education and government agencies.
