New challenges in the recognition of qualifications around the world
This article discusses new challenges in the recognition of qualifications. It gives background information about the legal framework for recognition (Lisbon Recognition Convention and its subsidiary texts) and the actual level of implementation of this framework. It discusses challenges such as developing common understanding about the concept of “substantial difference” and qualifications which do not belong to any national education system. Tools to respond to challenges and further fair recognition, such as information Centres and Networks, quality assurance and qualifications frameworks, are described. For future consideration two issues are discussed: attitudes to recognition and global cooperation in recognition.
