Flexible learning pathways in higher education
a converging topic on international policy agendas?
Flexible learning pathways in higher education have be-
come an important international concern in higher ed-
ucation policy, as they respond to more diverse learner
needs. In 2019 IIEP-UNESCO conducted an international
survey among UNESCO members, to collect information on
existing policies related to exible learning pathways. The
survey results show exible learning pathways are indeed
an element of convergence on international policy agen-
das. Rather than being presented in a uni ed policy agen-
da, they are addressed through multiple policies. Most of
the surveyed countries have either partially or fully im-
plemented these policies. However, their monitoring and
evaluation remain problematic.
