The Impact of the COVID-19 Crisis on University Funding in Europe
Lessons Learnt From the 2008 Global Financial Crisis
The coronavirus pandemic that has swept over Europe and the rest of the world has posed unprecedented challenges for all sectors of the economy, and higher education is no exception. Following the immediate response to the crisis, universities will have to deal with the long-term implications and the economic impact of the pandemic. This paper investigates possible effects of the Covid-19 crisis on university funding based on the EUA Public Funding Observatory data for 2008–2020 and presents a series of recommendations to policymakers and institutional leaders on how to mitigate its negative impact in view of the lessons learnt about university funding from the 2008 crisis.
