Higher Education Reform in Armenia
Trends, Challenges and EHEA Integration

The higher education system of Armenia has undergone significant changes since the dissolution of the Soviet Union in 1991. The article reviews main trends and challenges in this transformation process. It is shown that the political and socio-economic changes in Armenia had an ambiguous impact on the higher education system: They created a demand for reforms and in parallel a difficult environment for the implementation of policy measures. Despite these internal tensions, the focus on the Bologna Process and EHEA emerged as a remarkably stable vector of higher education policy and tool for EU approximation. A recent change of power in 2018 created a window of opportunity for further reform, but significant challenges lie ahead.
